The ODA was formed in 2011 as an organisation that primarily focused development of youth. Its predecessor, Hands-On Collective was supported by DVV to undertake community education across the Overberg Municipal Area, at the Southern tip of Africa. Now, ODA networks organisations from five main towns across the Overberg Municipal district as well as the smaller deep-rural locations. The focus is to improve networking and co-ordination amongst organisations and link community-based organisations to each other in ways that enhance community development. The organisation continues to also hold to its strong youth development focus. ODA fulfils a supportive role to the Community Learning Centre (CLC) in the main town of Bredasdorp in the region. Partners of ODA include, among other, the Youth Cultural Movement (YCM) and the Golden Women’s Action Group (GWAG). The Cape Agulhas Municipality (CAM) works closely with ODA and supports some of their project work by providing venues, catering and transport to selected community development events.
