DVV International signs framework agreement with the Ministry of Education in Mozambique

The director of DVV International, Christoph Jost, and the State Secretary in the Ministry of Education of Mozambique, Dr. Abdel Fernandes de Assis, signed a framework agreement on 7 February 2023, which now forms the basis for cooperation in the field of youth and adult education for the new three-year project phase.

The director of DVV International, Christoph Jost, and the State Secretary in the Ministry of Education of Mozambique, Dr. Abdel Fernandes de Assis, signed a framework agreement on 7 February 2023, which now forms the basis for cooperation in the field of youth and adult education for the new three-year project phase.

Christoph Jost emphasized the public responsibility for youth and adult education in his keynote speech at a joint event with the Ministry of Education of Mozambique, DVV International as well as the National UNESCO Commission, the Faculty of Education of the University Eduardo Mondlane and other partners from civil society. The central motto of the 2030 Agenda “Leave no one behind” and the promotion of lifelong learning according to Sustainable Development Goal 4 (SDG 4) are obligations to not only advocate for adult education, but also to understand it as a public good and to use funds from public budgets to implement it. Youth and adult education is not a temporary project. It must become an integral part of education systems worldwide.

DVV International and the Ministry of Education of Mozambique have been working together since 2008 to promote integrated approaches in adult education, which have now been incorporated into the nation’s education curriculum. These integrated approaches include a combination of literacy and basic education with elements of non-formal vocational training and the establishment of small and micro enterprises. They also comprise knowledge transfer in the areas of nutrition, health, the protection of the environment and political education. The aim of the cooperation is to create structures at municipal, regional and national level in order to provide access to lifelong learning for the large number of young people and adults who have not received any education or training. More than one third of the youth and adults in Mozambique do not have sufficient skills in reading, writing and numeracy, which is a fundamental obstacle to development.

The framework agreement signed during the event provides for the continuation of youth and adult education approaches successfully piloted in Mozambique in the past and their expansion to other provinces in the country. The aim of the partners is to also make good practice better known. They want to mobilize more actors from the local authorities for a broad application of successful approaches, and they intend to tap more financial resources to do this.
